Combined Phase I and Phase II Environmental Site Assessment and Remediation Oversight

Project challenge:

Comprehensive investigation and remediation of a former Taxi Depot that was a regulated petroleum bulk storage facility with an open NYSDEC spill. The adjacent vacant property had documented lead and petroleum contaminated soil.

Solution:

WCD Group, LLC, (formerly Ecosystems Strategies, Inc.) was retained by Kearney Realty & Development Group to provide a Combined Phase I and II Environmental Site Assessment, Supplemental Subsurface Investigation, Remedial Investigation Report, Remedial Work Plan, remediation oversight with CHASP/CAMP implementation, and Final Engineering Report for this vacant property that was historically utilized for residential and commercial purposes. The site was included in the NYSDEC Brownfield Cleanup Program in November 2015 and the agreement was revised to include the southern adjoining property in August 2016.

The Remedial Investigation Report and Work Plan were submitted to NYSDEC Region 2 in December 2016 and remediation began in March 2017. It is anticipated that the remedial activities will include excavation and removal of 6,400 cubic yards of poor quality urban fill and 2,000 cubic yards of petroleum contaminated soil. ISCO treatment to reduce documented concerns of dissolved petroleum hydrocarbons in on-site groundwater is also proposed.

The planned redevelopment includes construction of a four-story mixed-use building with commercial use on the first floor and affordable housing units on the upper levels. Construction will be completed in 2018.
