Environmental Consulting Services and Remediation Oversight

The One Vanderbilt site in Midtown Manhattan at Grand Central Terminal is currently being developed into a new state-of-the-art, LEED™ Certified 65-story 1,404’ tall structure which will contain over 1.6 million square feet of space, and will become the second tallest building in New York after One World Trade Center.

As part of the development, WCD was initially retained by a joint venture between SL Green and Hines to provide asbestos surveys and abatement oversight for four of the office towers. WCD services included asbestos survey and design, developing plans and specifications, preparing a bid package for abatement contractors, pre-abatement air sampling, abatement air monitoring, construction inspections, and project management. Other services during demolition included lead-based paint inspections, lead abatement oversight, PCBs, universal waste and disposal of stored chemicals. WCD was also retained to conduct a Phase II Subsurface Investigation and provide support services during the development review with the NYC Mayor’s Office for Environmental Remediation (OER). Those services included OER approvals for Remedial Action Plans for addressing HAZMAT, air, and noise. WCD has completed the characterization of site soils for disposal, has provided community air monitoring (CAMP) during a sewer realignment projects, and are currently providing daily CAMP monitoring during excavation and the monitoring of the removal of hazardous soils for lead.

Asbestos abatement began in March 2015 and has since been completed. Our engagement and oversight as it relates to foundation excavation and construction is expected to last into 2018.
