Solution:

WCD Group was retained by the Jewish Theological Seminary as a Construction Manager at Risk (CMR) for the abatement of hazardous building materials and demolition of a five story, 140,000 sq. ft. building located at 3080 Broadway, New York, NY. The building was attached to a 1929 historically protected structure.

WCD was initially retained to perform preconstruction services including hazardous building materials surveys, plans and specifications development, and demolition scope development, including preparation of bidding documents, bid evaluation, and subcontractor selection.

WCD’s construction period services included oversight and QA/QC monitoring of asbestos abatement, PCB”s, and Universal Wastes to prepare the building for full structural demolition in accordance with New York City Department of Buildings (NYCDOB) code requirements. This was followed by full-time superintendence, project documentation management, safety oversight, perimeter dust monitoring, code required Site Safety Management activities, and off-hours security guard / fire watch activities.

WCD’s project staff monitored both perimeter and occupied building dust levels and continually measured airborne particulates generated by the demolition to detect and act on potential problems with airborne contaminants such as dust, smoke, fumes, and mists.

Due to the location of the project site in a densely populated urban setting, noise and vibration monitoring were essential in helping to mitigate the effects of the demolition activities as well as the safety of the public. WCD retained a third party New York City Certified Safety Manager to oversee and implement the site-specific health and safety plan and advise on local, state, and federal safety regulations. Following facility decontamination an expedited eleven month demolition schedule was begun.

The 140,000 sq. ft. 5-story building which formerly served as the seminary library was demolished to slab-on-grade conditions. All brick and concrete building materials not used for backfill were disposed of.

The project began on February 14th 2016 and was completed November 9th 2016, 6 weeks ahead of schedule.
