Management Team
The core WCD consulting team has been employed by some of the largest, most respected organizations in the country. In addition, they have also operated their own engineering, construction, consulting, contracting, remediation and real estate development businesses. They are prepared to tackle the most challenging assignments in virtually all environmental categories from emergency response, environmental risk assessment, remediation management, claims analysis, litigation support and expert testimony. WCD's consultants are experts in indoor air quality, site remediation, building defects (mold), and hazardous materials management and disposal.
They have made a profound impact on the industry and they have participated in the development and creation of many of the environmental standards that are used in practice today. Their direct experience has been applied to private institutions, public industry as well as to projects at the State and Federal Government level.
Wm. Chip D'Angelo, Founder and CEO
Chip pioneered indoor environmental remediation practices and environmental due diligence procedures for the real estate, banking and insurance industries.
Mr. D'Angelo founded and operated one of the nation's most successful environmental engineering, consulting, testing and remediation management companies, [Kaselaan & D'Angelo – K&D] The firm developed the procedures which became standards and regulations for the management and abatement of asbestos. The firm also pioneered the procedure of environmental compliance in conjunction with a real estate transaction with the first ECRA project in New Jersey. Mr. D'Angelo and his staff have delivered environmental projects involving hazardous materials, water, soil and waste throughout the United States, Mexico, and Europe, including developing innovative technologies in the petrochemical industry and exporting and installing those technologies.
Mr. D'Angelo formed the Environmental Claims Center with Hill International. He designed and developed Mid Atlantic Recycling Technologies, a RCRA Part B facility in New Jersey. He owned and operated Tank Tech, Inc., AAR Contractors, Sub-Surface Investigations, and ENSI Environmental, engineering, remediation and construction firms in New Jersey, New York, Texas, North Carolina and Virginia. He also founded and served as Managing Director of Environmental Claims for Strategy, Inc., a leading national construction claims firm.
In addition to the $1.5 billion in environmental and construction projects that Mr. D'Angelo has evaluated, designed, and managed, he has also developed and managed Internet applications for the construction and engineering industries, along with e-commerce/web based supply chain management.
Former President George W. Bush appointed Mr. D'Angelo to the CEO Leadership Council as the only environmental CEO. Former New Jersey Governor James Florio appointed Mr. D'Angelo to the Clean Air Council of the New Jersey Department of Environmental Protection. R. Christopher Spicer, CIH, CHMM
Chris is a nationally renowned expert on exposure risk assessment, microbiological contamination, asbestos and indoor air quality issues. He has more than twenty-five years experience in environmental consulting. Mr. Spicer's experience includes management of several hundred million dollars of asbestos abatement design and remediation in commercial, industrial, and institutional facilities across the United States and he has served as an expert in more than thirty environmental litigation scenarios.
Spicer, a certified industrial hygienist (CIH) since 1988, patented his ventilation procedures and apparatus. His asbestos management program, established for one of the world's largest banks, was an early model for integrating building renovation, asbestos abatement, and ongoing operations and maintenance. This became a key focus of the largest property damage lawsuit arising from asbestos contamination in the U.S. Mr. Spicer's described criteria were incorporated into New York and New Jersey asbestos abatement codes while the 1994 OSHA asbestos standard references his studies and practice.
Mr. Spicer has written more than forty publications and presentations, including peer reviewed technical articles in the American Industrial Hygiene Journal, Journal of the Air and Waste Management Association, Applied Occupational and Environmental Hygiene, Environmental Claims Journal, and Journal of Occupational and Environmental Hygiene. His most recent work has been in evaluation of airborne and surface microbial (mold, bacteria) data for which there are no numerical standards. Recognizing the need for environmental data to be able to withstand legal challenges under Daubert and/or Frye, Mr. Spicer has utilized mathematical and probabilistic techniques such as Monte Carlo simulation, to determine the forensic validity of microbial, PCB, metal, and asbestos data. Mr. Spicer's most recent research is in evaluation of bioaerosol and other environmental data for which there are no set numerical standards.
Mr. Spicer holds a bachelor's degree in Biology and a master's degree in Environmental Studies, and is a certified industrial hygienist (CIH) and certified hazardous materials manager (CHMM). He has achieved OSHA HAZWOPER 40 Hour Course and USDOT Hazardous Materials (49 CFR 172.704), certifications
John Hoyle, Ph.D.
John is an expert in the fields of hazardous waste management and remediation, treatment process design and execution, and emergency response management. With more than thirty years of experience in engineering operations with both government and industry, Dr. Hoyle's experience ranges from bench level research engineering to management of multimillion-dollar companies and projects requiring multi-disciplinary knowledge in chemical, thermal, fluid dynamics, and more.
Dr. Hoyle's experience includes extensive work in remedial project management and contractor performance of CERCLA (superfund) projects, soil and groundwater cleanup, hazardous waste treatment and handling, landfill and lagoon construction and closure, and specialized treatment processes for petrochemical and oil field E&P waste streams.
As Corporate Engineering Manager for Burlington Industries for ten years, Dr. Hoyle was responsible for overall corporate energy and environmental compliance management for all manufacturing facilities throughout the U. S. and Canada. As President and CEO of Four Seasons Environmental, an industrial and petro-chemical services management firm, Dr. Hoyle managed the growth of the company's multiple business units, including industrial services, remediation and removal actions, emergency services, and on-site treatment systems – thermal, in-situ, and dewatering.
A former Associate Professor of Mechanical Engineering at Auburn University, Dr. Hoyle holds a Ph.D. in Engineering Physics. He has completed the OSHA HAZWOPER 40 Hour Course and received USDOT Hazardous Materials (49 CFR 172.704), certifications
James Capritti, CHMM
Jim is an environmental and remediation construction project manager with over 27 years of experience in managing environmental remediation projects in the commercial, insurance, legal, educational and federal markets.
Mr. Capritti's technical experience ranges from environmental investigations, site remediation, brownfield remediation, hazardous materials management, emergency spill response, geotechnical investigations and engineering, site civil engineering and general construction.
As the General Manager of Operations for two large environmental consulting and contracting organizations, Mr. Capritti has managed technical and administrative staffs of up to 50 people. His background also includes traditional “clean” construction, including large civil, mechanical and electrical projects.
Mr. Capritti is certified as a hazardous materials manager and holds certifications in Construction Quality Management from the Army Corps of Engineers, 40-hr. Hazardous Waste Operations, Hazardous Waste Supervisor, Competent Person in Excavation, and Confined Space Entry training from OSHA and Subsurface Evaluator, UST Installation (Entire) and UST Closure certification from NJDEP. He has completed the OSHA HAZWOPER 40 Hour Course and received USDOT Hazardous Materials (49 CFR 172.704), certifications
Kevin Walsh, CPA and Chief Financial Officer
Kevin heads the WCD forensic accounting group. Financial management, financial reorganizations, feasibility analysis, transaction management, strategic planning, treasury management, and insurance & risk management issues are specialty concentrations of Mr. Walsh. Mr. Walsh also has expertise in litigation management, having integrated his work with various law firms on a variety of litigation matters, both as defendant and plaintiff.
Mr. Walsh served as the CFO for the Environmental Protection & Improvement Company, one of the largest waste re-cycling and inter-modal transportation companies in New Jersey.
Mr. Walsh also served as Chief Financial Officer of a specialty-contracting firm whose expertise included the modular manufacturing of custom permanent buildings.
As an associate at Price Waterhouse & Company, Mr. Walsh concentrated on corporate client counseling, tax and estate planning, and litigation support planning. Mr. Walsh is a member of The Turn Around Management Association.
Eric Telemaque
Educated at McGill University, Eric Telemaque graduated with a BSc degree in Biochemistry and spent two years in a Master’s program at SUNY Stony Brook. In 1987, Eric accepted a position with the NYC office of a national environmental consulting firm. In 1989 he joined the environmental engineering firm Kaselaan & D'Angelo Associates, eventually becoming the NYC Branch Manager responsible for the NY Operations and approximately 65 personnel.
In 1994, Mr. Telemaque formed EMTEQUE Corporation as a New York City based environmental consulting and engineering firm which grew to a staff of 30. As founder and managing partner in EMTEQUE Corporation, Mr. Telemaque was responsible for business development and managing a staff of project managers and field technicians in such disciplines as asbestos and lead consulting, indoor air quality investigations, subsurface investigations, and underground storage tank management.
In 2006, Mr. Telemaque expanded the services of the firm to include construction management services and has executed more than $15 million dollars of construction programs with the federal government. In July of 2011, EMTEQUE Corporation merged with WCD Consultants to form Emteque LLC. In his new role of President, he will focus on business development for the new entity while supporting the operations technical as required.
Richard Gimello
Rick has 30 years of practical experience and knowledge related to environmental statutes and policies, with particular experience in site remediation, Brownfields development and dredge material management.
As Assistant Commissioner for Site Remediation for the State of New Jersey, Mr. Gimello is credited with passage of the Brownfield and Contaminated Site Remediation Act, Creation of the Office of Dredging and Sediment Technology, Establishment of a State Grant Program for underground storage tank clean-ups, and creation of clean-up standards for pesticide-contaminated soils. Major program elements included NJ Spill Act, CERCLA, BEECRA, UST and Emergency Response.
Mr. Gimello also has considerable experience and knowledge related to the State's transportation policies and practices, with specific emphasis on the Marine Transportation System, port development, freight movement and aviation. Mr. Gimello's accomplishments at NJDOT included: completion of the Comprehensive Port Improvement Plan for the Port of NY/NJ, implementation of the Port Jersey Channel Deepening, completion of negotiations to advance 50-foot deepening of the Port of NY/NJ, and the establishment of Marine Trades Development Program
Mr. Gimello has held many notable senior positions with the State of New Jersey. These include:
Executive Director, Division of Intermodal Services, New Jersey Department of Transportation, Executive Director, New Jersey Maritime Resources, New Jersey Department of Environmental Protection, Assistant Commissioner for Site Remediation, New Jersey Department of Environmental Protection, Executive Director, New Jersey Hazardous Waste Facilities Siting Commission, and Chief, Office of Public Participation, New Jersey Department of Environmental Protection.
Mr. Gimello has published: “A Comprehensive Strategy for Managing Contaminated Dredged Materials in the Port of NY/NJ,” NJ Department of Transportation, 2001 and “Siting Hazardous Waste Facilities,” New York Times, 1987
Mr. Gimello is a graduate of Rutgers University - Masters of Public Policy, and Trenton State College - Bachelor of Science. In addition, he has achieved OSHA HAZWOPER 40 Hour Course and USDOT Hazardous Materials (49 CFR 172.704), certifications.
Robert F. Brehm, PE
Bob has been associated with WCD Consultants since its inception. He works with the company in an independent advisory capacity.
Mr. Brehm served as the Director of the Office of Design and Construction for the State of New Jersey, Department of the Treasury, where he oversaw the design and construction activities on over 550 State projects totaling $660 million dollars. Prior to being appointed Director, Mr. Brehm directed the design and construction efforts on the $250 million South Woods State Prison.
He has managed over one billion dollars of construction projects in his thirty-five years of construction activities. Convention and civic centers, correctional institutions, educational facilities, entertainment venues, and government and commercial projects are all included in the extensive list of buildings he has worked on.
Mr. Brehm served as the Director of the Office of Design and Construction for the State of New Jersey, Department of the Treasury, where he oversaw the design and construction activities on over 550 State projects totaling $660 million dollars. Prior to being appointed Director, Mr. Brehm directed the design and construction efforts on the $250 million South Woods State Prison.
In his years as Chief Resident Engineer and Head of the Construction Division for Charles J. Kupper, Inc., Mr. Brehm was responsible for the management of a resident inspection staff numbering 200, including over 20 professional engineers covering $150 million of general and environmental construction.
In 1978, Mr. Brehm founded Construction Analysts, Inc., a construction claims management and consulting firm, and served as its President until its sale in 1986. As Chief Executive Officer, he supervised the firm's activities on projects ranging from:
- Scheduling of a $65 million medium security prison
- Surety Consultant on a $67 million oceanfront, 35-story condominium project in Atlantic City, New Jersey
- The investigation and analysis of the collapse of the facade of the 11-story CBS Broadcast Building in New York City.
Mr. Brehm's extensive construction background is complemented by his extensive work in support of litigation and has provided expert testimony in both State and Federal courts.
As a professor at Drexel University's Goodwin College of Professional Studies, Mr. Brehm is a distinguished leader and educator in the various disciplines in Construction Management.
David A White
David A White has spent nearly 20 years in the capital and investment markets identifying, commercializing, capitalizing, and managing unique investment opportunities across a diverse array of industries, He has a demonstrated success in utilizing, coordinating, and creating many types of debt and equity financing structures.
David is Director of Capital Markets and Finance for WCD Capital Partners, joining the group to expand its capabilities in financing and funding for the acquisition, remediation, and development of Brownfields and contaminated properties.
In addition to his funding work with WCD Capital Partners, Mr. White is the co-founder and managing partner of a private equity real estate investment advisory firm, where he is responsible for underwriting investment opportunities in underperforming residential and commercial real estate assets. Additionally, David is responsible for sourcing potential investment opportunities and capital partners and providing strategic and financial advisory services.
Mr. White is a graduate from the Wharton School of Business and is based in Chicago.
