General Counsel, Director of Environmental Risk Management
Ms. Viner is a nationally renowned environmental attorney with 20 years’ of experience representing corporate clients in a broad range of environmental matters, including federal and state litigation, regulatory compliance, permitting and operational issues, and finance. Ms. Viner is currently a member of the senior management team of WCD, where she helps clients navigate and resolve complex environmental issues in her role as Director of Environmental Risk Management. She also serves as WCD’s General Counsel.
Ms. Viner has extensive experience at the intersection of real estate and environmental law, and has advised manufacturers, consultants, developers, banks, financial institutions, and other clients regarding the risks and impact of environmental issues on transactions, investments, and other strategic initiatives. She is known for her proactive approach to the complex issues involved in the redevelopment of challenging Brownfields sites across the United States. As an experienced negotiator and litigator, Ms. Viner takes a proactive approach to the resolution of environmental issues and understands how to mitigate the risks involved for all stakeholders.
She serves as a Vice-chair for the ABA’s Environmental Transactions and Brownfields subcommittee and is an active member of Commercial Real Estate Executive Women, and the Claims & Litigation Management Alliance. Ms. Viner chaired the Chicago Bar Association’s Environmental Law Committee from 2011-2013. In 2005, she was selected by the Law Bulletin Publishing Company as one of the “40 Illinois Attorneys Under Forty to Watch.” She has served as an Adjunct Professor of environmental law at Loyola University Chicago School of Law. Ms. Viner earned her J.D. from Northwestern University School of Law in Chicago and has a B.A. from Denison University in Granville, Ohio.
Operations Manager, Environmental
Jim Blaney is an Environmental Operations Manager with more than 17 years of specialized technical and regulatory experience in managing large site remediation and redevelopment projects. As construction and remediation risk manager for multiple blighted sites in both the public and private sectors, Mr. Blaney has a deep understanding of New York / New Jersey environmental regulations, employs strong project and site construction management skills, and uses his extensive technical knowledge to guide clients and foster expedient resolutions for many troubled sites. Mr. Blaney and his team are eminently qualified to run all phases of an environmental remediation and redevelopment project, either in a phased approach or in complete turnkey fashion.
As an environmental and remediation risk manager with WCD, Mr. Blaney manages projects for commercial, industrial, and institutional properties. He and his team are responsible for all phases of environmental remediation or restoration projects, including investigations, engineering, regulatory interface, plan development, estimating, scheduling, and project execution.
Mr. Blaney earned a Master of Science degree in Environmental Policy Studies from the New Jersey Institute of Technology, and a Bachelor of Arts degree in Environmental Studies from Ramapo College of New Jersey. He is a Certified Hazardous Materials Manager (CHHM) and holds many certifications and licenses, including 40 hour Hazardous Waste Operations & Emergency Response – 29 CFR 1910.12(e)(2); Hazardous Materials Incident Response Awareness and Operations; 80-hour Hazardous Materials Technician Level 3; Domestic Preparedness Hazardous Materials Technician; USDJ CDP Chemical Ordnance Biological Radiological; On-Scene Incident Commander; NJ Enhanced Radiological Response; Air Monitoring for Hazardous Materials.
Mr. Blaney is also a veteran of the United States Navy where he served as a Machinists Mate and Damage Control man.
Paul H. Ciminello serves as principal consultant and project manager for all environmental investigation and remediation services conducted from WCD’s Hudson Valley Office. He has more than thirty years’ experience in the environmental field conducting environmental investigation and providing environmental policy analysis services. Mr. Ciminello coordinates corporate strategic planning, financial management, and marketing activities. He oversees corporate work on state and federal superfund sites and manages education/training services. He is responsible for technical services in areas of pollution prevention, contaminant delineation, and site remediation, and boasts twenty-five years’ experience in the investigation and remediation of organic and inorganic contamination at commercial and residential properties. In addition, Mr. Ciminello serves as principal environmental consultant for Brownfields and environmental restoration projects.
Mr. Ciminello earned a Master’s Degree in Environmental Management and a Masters of Arts in Public Policy Sciences from Duke University. In addition to conducting environmental investigations on over 2,000 properties, Mr. Ciminello has lectured on environmental assessment procedures and guidelines, most recently at Tufts University, Marist College, and Vassar College.
Certified Industrial Hygienist
Joshua Cupriks is a Certified Industrial Hygienist, responsible for conducting comprehensive investigations and research on projects related to public health and traditional industrial hygiene. He is experienced in the planning and implementation of a wide variety of industrial hygiene projects, including high profile health & safety program reviews and updates, comprehensive indoor air quality surveys, exposure assessments (non-ionizing radiation, toxic metals, hazardous dusts, volatile and semi-volatile compounds, electromagnetic frequency, noise), water quality surveys, and asbestos inspections. Mr. Cupriks has a deep understanding of federal and state regulations and industry standards governing indoor air, microbial abatement, drinking water quality, and asbestos, as well as policies and procedures relating to their screening and investigation.
Mr. Cupriks has considerable experience serving as a comprehensive Industrial Hygiene resource working directly with and in support of the Transportation Industry for many New York and New Jersey public agencies. This work was performed alongside other comprehensive planning and support industrial hygiene projects for the private manufacturing, construction, and commercial real estate industries. A separate specialty involves laboratory design and decommissioning support services for Federal, State, City, and private university laboratories locally and nationwide.
For WCD, Mr. Cupriks functions as lead technical manager for a wide range of industrial hygiene, safety, microbial growth/water damage, water quality surveys, and Indoor Air Quality (IAQ) needs associated with new major construction and/or renovation projects. He also plays a role as senior technical advisor in WCD’s NYC office, providing health and safety project oversight, health and safety training, and staff instruction in proper sampling techniques including PCB, asbestos, and ambient dust sampling projects. Additionally, Mr. Cupriks develops and monitors Air Monitoring Programs, conducts evaluations, and reviews field documentation.
Mr. Cupriks earned a Master of Science degree in Environmental Science/Industrial Hygiene from the University of Rochester School of Medicine and Dentistry, and a Bachelor of Science (Magna Cum Laude) in Organismal Biology from SUNY New Paltz. In addition to being a Certified Industrial Hygienist (CIH), Mr. Cupriks holds many industry-specific certifications and licenses including Certified Microbial Remediation Supervisor (CMRS) issued by the
American Indoor Air Quality Council; 40 hour Hazardous Waste Operations; 30 hour Accident Prevention and Site Safety issued by NC Industrial Commission; 10 Hour OSHA Construction training; FEMA Incident Command Structure (ICS) 100, 200 and 300 Level Training; OSHA Construction Safety (Yellow Card). He is also certified as a New York State AHERA Asbestos Inspector.
Sr. Project Manager
Tolin Farrell is a Senior Project Manager with extensive experience in environmental, asbestos abatement, mold remediation, and hazardous materials projects. He has a demonstrated ability in managing complex environmental construction projects in commercial, industrial, residential, and institutional properties, employing strict regulatory and health and safety oversight. He has expertise in the management of all phases of environmental remediation or restoration projects, including investigations, engineering, regulatory and client interface, plan development, estimating, RFP development, scheduling, and project execution. Additionally, Mr. Farrell has successfully managed many HVAC system cleaning and rehabilitation efforts. Mr. Farrell excels in managing office support personnel as well as subcontractors of various trades employing multiple shifts.
For WCD, Mr. Farrell is currently managing asbestos inspections and monitoring, in addition to handling Indoor Air Quality issues and providing microbial consulting services for some of WCD’s largest Real Estate and Construction clients, along with many NY City-owned projects. He is also involved in the extensive environmental rehabilitation of countless homes ravaged by Hurricane Sandy. He is an expert in the use of thermal imaging cameras, various types of moisture meters, and industrial hygiene sampling equipment, as well as the equipment and materials used for all facets of environmental and building projects.
Mr. Farrell holds many certifications and licenses, including 40-hour HAZWOPER; 10 Hour OSHA; 4 hour Scaffolding; NYS Licensed Asbestos Supervisor, Project Monitor, Inspector and Air Technician; and American AIQ Council CMRS (Certified Microbial Remediation Supervisor)
Sr. Project Manager
Mike Garambone is a seasoned Project Manager responsible for construction management and remediation of projects involving hazardous materials, asbestos, lead, and mold. He has more than 18 years of diversified experience managing contracts in both the public and private sector.
As Senior Project Manager for WCD, Mr. Garambone successfully manages large demolition projects, environmental cleanups, site remediation, and project inspections. In this capacity, he is responsible for conducting ongoing client consultation, drafting proposals and estimating remediation costs, preparing the scope of work, surveying the sites, preparing bid documents, and overseeing the analysis, containment, and removal of contaminated materials.
Following the devastation of Hurricane Sandy, Mr. Garambone led multiple environmental cleanup efforts, providing initial assessments and subsequent management/oversight of the removal of contaminated materials.
As Environmental Project Coordinator for a global insurance company, Mr. Garambone and his team were presented with Verizon’s Environmental Excellence Award for 2008.
Mr. Garambone earned a Bachelor of Arts from Lehigh University in Environmental Science with a specialization in Hydrogeology. Mr. Garambone holds many certifications, including 40 Hour HAZWOPER and 10 Hour OSHA Construction Safety and Health training; EPA, NYS Certified Asbestos Inspector, Designer, and Project Monitor; NYC Certified Asbestos Investigator; PA Certified Asbestos Inspector; and EPA Certified Lead Paint Risk Assessor/Inspector.
National Accounts Manager, Risk Management and Insurance Services
Sandra Gaurin has more than 17 years of experience simultaneously managing multiple projects with a focus on loss control services and environmental claims support. Her responsibilities with WCD include the coordination of teams of experts to provide technical support for complex environmental issues and claims. Ms. Gaurin has been involved in expert witness report preparation in support of litigation for nationwide insurance carriers, and also coordinates and performs risk management and due diligence support to nationwide real estate investors, including local office staff coordination, budget and deadline management as well as interface with the client. Ms. Gaurin has also managed projects for commercial/industrial as well as municipal/state clients involving site investigation and remediation activities such as underground storage tank removal, impacted soil excavation and disposal, groundwater and soil vapor investigation and remediation, and in-situ bioremediation treatment. Her duties also consist of maintaining reporting compliance for industrial/warehousing facilities, including Tier II reporting, Hazardous Waste reporting, Homeland Security Assessment, SPCC, and SWPP.
Ms. Gaurin earned a Master of Science from the Industrial Biology School, France and a Bachelor of Science in Biochemistry from the University Paris 6. She is a LEED Accredited Professional and holds many certification and licenses, including Environmental Risk Management (ERM) License, 40-hour OSHA HAZWOPER, 30-hour OSHA Construction Safety Training, and EPA Hazardous Waste Management Training.
Senior Consultant, NY Branch Manager
Henry Gold is a seasoned Insurance and environmental professional with more than 35 years in the industry. Mr. Gold has a proven track record in developing and managing client relations and business management, with a strong background in project management, environmental risk management, transactional due diligence, environmental site investigations and remediation, and environmental compliance auditing. He managed AIG’s Specialty Claims Consultants (SCC) group, a multi-disciplinary team of over 20 environmental consultants providing in-house consulting services to AIG Environmental Specialty Claims (ESC) and other AIG lines of business.
Under Mr. Gold’s management, the team was responsible for evaluating cause and origin of environmental remediation claims; reviewing the technical aspects of environmental remediation claims to assess scope, duration, and cost to complete; advising claims adjusters regarding regulatory decisions and other emerging risk factors that may impact the scope and cost of remedial actions undertaken by insureds to address contaminated sites; providing technical on-call (24x7x365) staff for AIG’s Pollution Incident Environmental Response (PIER) program; and providing in-house transactional due diligence support for AIG’s Global Real Estate Group.
Mr. Gold earned a BA in Earth & Environmental Sciences from Queens College of CUNY, and has also taken Graduate Studies in Geology from Queens College. He is an Adjunct Lecturer for the School of Earth and Environmental Studies at Queens College of CUNY.
Managing Director of the Property Claims
Jeff Haas is Managing Director of the Property Claims Division for WCD. He has 30 years of Commercial, Residential, Industrial, and Environmental Construction experience. Mr. Haas provides onsite nationwide property and casualty loss adjustment, and has built his impressive reputation working with insurance carriers, TPAs, general adjusters, and property owners based on his timely response, accurate cost estimation, onsite construction management, independent site supervision, and support of third party loss. Jeff has consulted on over 400 commercial property/environmental losses nationally, and is the former VP / GM for the Southeast Region for two of the largest national remediation companies.
Jeff managed the construction of over 1,000 commercial properties for one of the largest national retailers from Maine to Miami, and built over 1,000 single family homes for one of the largest national home builders along the east coast. To date, Jeff has worked eight hurricanes as a Remediator, Builder, and Consultant.
In addition to extensive adjustment expertise, Mr. Haas is a licensed General Contractor, offering the ability to manage and perform restoration and rebuilding after a loss, providing start to finish project control.
Bob Hayman was the founder of Tank Tech. Corp., a nationally recognized company established in 1984 in response to federal and state UST and AST testing regulations. In the ensuing years, Mr. Hayman continued to grow the company, adding a construction division in 1987 to perform closure and installation of USTs and ASTs, and an engineering and design and environmental consulting division known as Subsurface Investigation Inc. in 1989. In 1992, these two divisions were combined to form the Envirovision Group, which was eventually sold to ENSA in 1995. Mr. Hayman continued to run the New York and Baltimore offices until shortly after ERD Inc. purchased ENSA in 1997.
In mid-1997, Mr. Hayman started RND Services Inc., a sophisticated engineering and construction firm specializing in fueling systems, underground and above-ground storage tank compliance programs, and the investigation and remediation of spills and releases associated with the petrochemical and fuel industries.
In March of 2013, WCD acquired RND, where Mr. Hayman continues to manage some of the largest and most complex fuel systems in the United States, as well as servicing thousands of commercial and residential investigations, releases, remediations, and associated claims.
Mr. Hayman holds a Bachelor of Science degree in Geology from Montclair State University, and took graduate studies at the Lamont Doherty Geological Observatory. He holds many certifications and licenses, including New York City Fire Department Certificate of Fitness—Pump and Tank; Nassau County, NY, Tank Installer; Suffolk County, NY, Tank Testing and Installer; Mount Vernon, NY, Tank Installation and Service; Yonkers, NY, Tank Installer; New Rochelle, NY, Tank Installer; and New Jersey DEP Tank Installation, Closure; New Jersey DEP Subsurface Investigation; Connecticut Tank and Plumbing Contractor; Pennsylvania DEP Tank Certification; Maryland DEP Tank Installers License.
Mr. Hayman is a former faculty member of the Scripps Institute of Oceanography and of Texas A&M.
Sr. Project Manager
Scott McDonald is a seasoned Professional Engineer with more than 30 years of experience in civil and environmental engineering, design/consulting engineering, and both remediation and construction project management. He excels in the management of complex projects, negotiating contracts, and expediting regulatory approvals.
Mr. McDonald is a Senior Project Manager and Project Engineer for WCD, working on solid and hazardous waste remediation projects. As construction manager, he has been responsible for successfully managing all construction work, from award of project, through construction, to completion, for a myriad of environmental and civil projects, as well as for multi-million dollar retail and office space projects. This includes managing site remediation contractors and environmental consultants, coordinating all trades, site inspection to ensure compliance with contract documents, and completion of work on time and within budget.
Mr. McDonald earned an AAS in Civil Engineering and Construction Technology from Mercer County Community College, and a Bachelor of Science in Engineering Technology from New Jersey Institute of Technology. In addition to being a Licensed Professional Engineer in both the State of New Jersey and New York, Mr. McDonald is OSHA-certified in 40 hour Hazardous Waste Operations & Emergency Response – 29 CFR 1910.12(e)(2), and 30-hour Construction Safety and Health.
Sr. Project Manager
Sharima Ryan is a Senior Project Manager with more than 20 years of experience providing consulting services for the investigation and remediation of a variety of environmentally-impacted sites in the Northeast. She is extensively involved in maintaining and monitoring sites that are undergoing long-term remediation and is actively involved in interfacing with State Agencies on site-specific remedial alternatives.
Ms. Ryan is eminently qualified to manage all aspects of environmental projects from initial investigation through to final remediation and project close out. Her experience also encompasses health and safety issues involving ongoing project operations, employee training, and medical surveillance.
For WCD, Ms. Ryan is responsible for coordinating and managing all aspects of Phase I site assessments, Phase II investigations, and Phase III remediation work. This includes soil and groundwater investigations for contamination delineation, installation and monitoring of oil/groundwater recovery systems, and preparation of state-approved reports. She manages site assessment work in conjunction with petroleum storage tank closures, and is a valuable liaison between the client and the regulatory agencies in bringing sites to closure and/or in compliance with applicable regulations. Ms. Ryan is experienced in compliance and permitting issues involving waste transport and all matters of due diligence.
Ms. Ryan earned a Master of Science in Soil Science and a Bachelor of Science in Agronomy from the University of Connecticut. She has undergone extensive specialized training and holds many certifications and licenses, including 40 hour OSHA Hazardous Waste Operations & Emergency Response; Underground Storage Tank Certification; NJDEP Subsurface Evaluator; and OSHA Construction Safety.
Sr. Project Manager
Bill Silveri is an experienced environmental professional with over 25 years in site assessments, subsurface investigations, and remediation of properties throughout the New York metropolitan area. He has conducted or overseen numerous site assessments, from Phase I Environmental Site Assessments to complex, multi-media remedial investigations at regulated properties. Mr. Silveri is extremely well versed in the New York City Office of Environmental Remediation protocols and the New York State Department of Environmental Conservation (DEC). Mr. Silveri is a Professional Geologist, a Certified Hazardous Materials Manager, and is a LEED Accredited Professional. He is equally experienced in commercial, residential, institutional, and public properties. Bill holds a Master of Arts degree and a Bachelor of Science degree, both in Geology.
Mr. Silveri heads WCD’s hazardous materials/site assessment group in New York City and is responsible for managing site assessments and remedial programs for the office.
Cal Spessard, J.D., is a highly accomplished and results-driven Insurance Executive with a demonstrated track record of achievement in claims leadership and management, property/casualty risk management, client relations, environmental specialty claims, loss mitigation, compliance auditing, and policy drafting. Cal utilizes his excellent interpersonal communication skills to interface with the brokerage community and key clients. He is a strategic and tactical leader who consistently gains trust and consensus from staff and leadership to implement unique and effective claims management and operations improvement methodologies that deliver significant cost savings and mitigate claim exposures.
For WCD, Cal provides executive-level consulting and advice on large, complex environmental, property, construction and resulting business interruption claims. He manages WCD’s technical staff in cause and origin, subrogation, and cost allocation investigations and assessments. Cal serves as testifying expert on environmental claims industry practice and specific technical matters.
Cal holds a B.A., cum laude, from The University of Puget Sound, Tacoma, Washington, and a Juris Doctor from Brooklyn Law School.
Director of Environmental Investigations
Scott Spitzer oversees the technical elements of Phase I and Phase II technical environmental investigations and remedial projects, including Brownfield sites. Mr. Spitzer supervises all field staff out of our Poughkeepsie, NY office and reviews all documents prepared by WCD to ensure consistency and technical accuracy.
Mr. Spitzer’s responsibilities associated with the preparation of site assessments include: investigating site histories, conducting facility inspections, reviewing regulatory agency records, documenting facility compliance with relevant State and Federal regulations, and preparing reports. As project manager for complex technical environmental investigations (including sites currently on the NYSDEC Registry of Inactive Hazardous Waste Sites), Mr. Spitzer is involved with: coordinating subcontractors; overseeing fieldwork; designing and implementing material, soil, and water sampling plans, preparing technical reports and interfacing with regulatory agency personnel.
Mr. Spitzer has 11 years’ experience in the preparation of Phase I and II site assessments and remedial program investigations, and in the management of complex remediation projects. He is knowledgeable in both New York State and Federal environmental regulations and has an understanding of a broad range of remedial technologies. Mr. Spitzer studied environmental science at SUNY Purchase and holds a BS in Biology from SUNY Stony Brook.
Senior Project Manager
Gina Wolfman currently serves as Senior Project Manager for environmental site assessments and environmental site investigations, remedial action planning, construction/remediation oversight, including sites enrolled in the NYC Office of Environmental Remediation Voluntary Cleanup Program (OER VCP) and NYS Department of Environmental Conservation Brownfields Cleanup Program (NYSDEC BCP). In addition, she manages initial, environmental impact analysis and documentation for development projects subject to the NYC Environmental Quality Review (CEQR) process and NYS Environmental Quality Review Act (SEQRA). Ms. Wolfman’s professional background consists of nearly twenty years of combined experience in the environmental consulting, engineering, and land use planning fields.
As a Senior Scientist/Field Biologist with a national environmental consulting and engineering firm, Gina performed environmental site assessments and compliance audits for regulatory and private sector clients. In addition, she worked extensively on remedial investigation/feasibility studies (RI/FS) for USEPA Superfund, U.S. Dept. of Defense and NYSDEC Class II Inactive Hazardous Waste sites. Key tasks included: work plan, site operations plan, environmental sampling, monitoring plan and site health and safety plan preparation; data management and analysis; RI/FS preparation; acting as field team leader and site safety officer for various environmental sampling and monitoring programs; wetlands delineation and natural resource inventory preparation; monitoring well installation oversight; and environmental permitting, compliance, research and documentation.
Ms. Wolfman has provided the following services as an environmental/land use planner, municipal planning consultant and grant writer: preparation, coordination, and review of comprehensive draft and final environmental impact statements (DEIS/FEIS) and associated documentation for large development projects under SEQRA; permitting/approvals review and summary preparation for site plan, subdivision, special use, zoning variance and wetlands permit applications for development projects; drafting/preparation of municipal regulatory materials and land use documents, including noise ordinances, design criteria and plans for conservation and development; preparation of Federal and NY State wetlands permit applications; wetlands delineation oversight and subcontractor management.
Ms. Wolfman received a JD and Certificate in Environmental Law from Pace University School of Law, White Plains, NY, and a B.A. in Environmental Studies, with concentrations in Wildlife Biology and Environmental Psychology, from the University of Vermont, Burlington, VT.
